To build muscle mass rather than tone, should I progress reps every week or sets every week?

I want to increase muscle mass and bulk rather than muscle tone, so when i do pushups do I increase the amount of reps every week or the amount of sets of pushups every week?

    For mass, eat lots of protein and continue what you have been doing. It’s basically the same process.
